Cooling fan on permanently

This issue cropped up recently, just out of the blue.
The fan comes on full power as soon as the engine is started, it continues for a while after the engine is switched off.

I have checked the coolant and that all seems to be ok and nothing appears to be leaking.
I don't get any warning lights on the dash.
I read that this might be the CST, that the fan could be in some sort of safe mode.

I have recently moved to New Zealand and i reckon its going to be expensive to get this fixed if I have to get any parts from Australia.

Do you know how to do this with an aftermarket head unit fitted. I.e. with just the steering wheel controls
I pushed the two pedals down and i get the code 11508 then 00000. This may point to some sort of issue, can't find the fix or exactly what it is(did a google search and it seems possible its a sensor)
Any specific ideas?

Code 115 indicates something to do with cooling, no idea about 08 though.

Stupid question then, where exactly is the sensor.
Is this sensor the one in the radiator or somewhere else?

I have recently plugged the car into one of the ODB II dongles and I have an old stored error relating to the temperature sensor with a reading of -40, it states this freeze section could be old, not sure if this is relevant.
The car got upto 95c when driving and I didn't hear the fan coming on, which is slightly concerning. how hot should then car be getting when driving?
