The signal from the light switch goes to the cluster to tell it the lights have been switched on. The cluster then decides for itself whether it should illuminate or not, depending on the state of the ignition switch, door switches etc.

I seem to remember that there could be an option in TECH2 to change how the illumination behaves when the ignition is switched on. Could be wrong though...
