The diagram shows that the relay must operate to turn the DRL on. If you have swapped the relays over, to no effect, then both relays are OK. You must now look to a fault on the wiring/connectors that operates the relay or a fault within the BCM. It's time to get a mutimeter/testlamp out or take to an auto electrician.

not at all, it suggests your relay is not operating for whatever reason. You need to establish what is happening at the terminals the relay plugs in to ,it is a shame you aren't confident with a multimeter ,but at least you can point the auto electrician in the right direction quickly saving time. Try what I said before with an assistant
Yes, it's what I have been saying from the start. You have to trace the circuit from: BCM X5 Terminal 21 (earth), Fuse Block-under bonnet X2 Terminal 42, Relay 6 terminal 85, Relay 6 terminal 86, B+ (battery)
