Once the badges have been on for 15 years plus, its not a great idea to try and remove them. The glue has etched into the paint. You can either be brave and try to wet and dry it out (carful not to cut through the lacquer completely), then polish it after, but I doubt you will be able to totally remove it. You could always just put the badge back on I guess?

If it's catching your nails, it's deep. I'd suggest this...
Get a rubber rubber sanding block and attach
a half sheet of 1200 wet & dry paper.
Slowly and progressively, rub down the marks, wetting
the work area often with water with a drop of dish liquid.

There's every chance you'll cut through to the paint itelf.
This is OK but DO NOT GO THROUGH.
Keep drying the area down and looking/feeling to see that
the places are matt and no longer grooved.
Dry off, mask and relacquer with rattle can lacquer.
Hint, mist a light coat on first and let it dry for half a minute
before building the thickness. If you don't do this, it'll certainly run.
