You'd be better of cutting it slightly smaller, then sand it back to the actual size to get a nice finish.

There are drill 'saw' bits that cut on their sides.... as opposed to drilling on the top....a bit like a dremel but with more power. They look like drill bits. If you own a drill with adjustable speed then thats the way to cut plastic. Ive cut loads of plastic using mine. £3 odd for a 3 pack of sizes approx 4mm 9mm & 15mm at Tool Station :)

Carefully :D & as Lashed says, Steady all the way & starting smaller ... You can then always shape with a fine toothed file Etc ...

The plastic will flex some what but too much pressure and it could crack.

Just let the cutter do it's job, as it cuts you can ease it around the cut out rather than push it.

Use a soldering machine...

First make a pre line with a sharp knife for the shape you want.
Secound heat up your welding machine and start melting bumper inside from the line you previously draw.
Third clear out cutted part with a bit knife and sand paper...

Easy to do easy to control but you have to be patient you may broke soldering machine if you pushed it much...
